Foreign policy problems of our country are extensively debated before the public opinion. Greece. Cyprus and other questions continually occupy their place on the agenda. These problems are subject of scrutiny and publication. News items reporting developments talk about the handing of a Note or the protest of a certain country. This may. of course, cause curiosity in the public as to the form of diplomatic contact between States and the particularities of the Diplomatic Correspondence between them.
To respond in a modest and limited way to such interest in the topic. I brought together the material I use in my Diplomatic Correspondence Classes at the University; I made some additions to complete some of the subjects.
Examples used in the course of Diplomatic Correspondence contain information on some important foreign policy questions. These are Cyprus, Greece and the Middle East problems. Also there are examples relating to China. United States. Russia and Germany.
Cyprus issue is highlighted by many examples in several chapters of the book. These are notes. United Nations resolutions. Treaties and Communiqués. We can summarize these texts following the historical development of the question.
The Republic of Cyprus has been established by the I960 Treaty. Important articles of the Treaty arc mentioned in the book. In 1960 also a Treaty of Guarantee was signed between Turkey. United Kingdom and Greece. Article 4 of the Treaty is mentioned.
The Notes handed to Makarios and to the Guarantor Powers. United Kingdom and Greece following the Greek Cypriot on slaught against the Turkish Cypriots are included. In this period, the U.N. Security Council has adopted the Resolution dated 4 March 1964. When all endeavors proved futile. Turkey contemplated military action based on the right recognized in the Treaty of Guarantee. US President Johnson sent his famous letter to Prime Minister İnönü designed to forestall this action...
